The business environment proposes fair taxes for Timisoara 2025: 0.2% for individuals, 1% for legal entities

The business proposal for local taxes 2025 is as follows:

For non-residential buildings:

• 0,2% individuals,
• 1.0 % legal entities.

For residential buildings:

• 0,1 % individuals,
• 0,2 % legal entities,
• An additional 10 % for properties built without planning permission.

Masini:

Keeping last years' rates in the Tax Code without additional rates.

An additional quota of 10% for cars older than 2000.

Any other additional quota without clear criteria, such as the current draft, violates the Fiscal Code and the transparency of decision-making, it is illegal and we will use all legal means of administrative and criminal appeal, including the personal liability of the taxpayer.

We demand the return of money to all citizens and legal entities, owners of cars and non-residential buildings for 2023, 2022 based on the final decisions in Case No. 3248/30/2023 and Case No. 3878/30/2022.

We move forward in restoring the law and the right attitude.

At the same time, please note that Timisoara residents will decide not to pay taxes until December 20-30, 2025, and we will initiate the suspension in court of the application of the HCL, if the requirements of the Timisoara taxpayer are not respected.

In view of the illegalities committed and found by the Court of Appeals for the years 2022 and 2023 together with the decision of the Court of Appeals dated December 17, 2024, we will file audit requests of Timisoara City Hall by the Court of Accounts and the Ministry of Finance to verify the management of public money, respectively the financial economic inspection of all entities subordinated to Timisoara City Hall.

City Oradea set the taxes for 2025 at 0,7% for individuals and 1,15% for legal entities.

City Cluj set the taxes for the year 2025 at 0.2% for individuals and 1% for legal entities.

We emphasize that every councillor has a responsibility to the citizens and to the people of Timișoara to support similar taxes in Timișoara.

The City Council is the legislative body, and the Timișoara City Hall is the executive of the City Council's decisions, not the other way around.

Each councillor's personal responsibility for abuse of office, i.e. lack of knowledge, does not avoid accountability. Each councillor, by his or her vote, confirms and upholds not only the appropriateness and legality, but is also answerable to the law for his or her decision.

The councillors from PNL, PSD, AUR, Forța Dreptei are in the majority in the City Council and can assume the governance of Timisoara, if the current administration does not know how to manage Timisoara for the people of Timisoara. Beyond politics, councillors, get along for the community that voted for you, not for one-off deals of the moment.

We imperatively request that the Secretary to publicly state whether this draft HCL is legal or not, considering:

• judicial precedent;
• the non-existence of notes/analyses/rationale supporting the increase;
• lack of economic criteria in accordance with the law, concrete, for example, such as those at the level of Cluj municipality. The criteria currently advocated have no legal justification.
• the non-existence of an impact study on the economic and social environment following the application of these taxes.

I have promised all politicians that we will manage a real mediation and communication to give Timisoara back to the people of Timisoara. We will be real and balanced partners with those who are interested in regaining that political spectrum that will develop the city. Help us expose those who do not support the local community.
